Yes this is a BL and the confession is romantic. I can understand it's complicate to tell but there are chapters making clear the two like each other romantically (Justin jealousy is romantic, Ian is in a delicate balance of wanting to get Rica attention because he likes her but found someone who's almost on the same level as Rica, Justin, who is also taking over Ian "love" for Rica, for example he ditched Rica for the play, meaning he values his friend Tasha more and in this case also Justin, but still not enough to actually let go of Rica yet)
