from my understanding (that is still very flawed) they're not really trying to stop it from circulating outside, they actually want to sell it at a higher price, what she's trying to avoid is the legal thingies that comes when she trades the stones by herself since being a white mage who creates magic stones will put her into trial bcoz her existence itself is rare. If the imperial family holds the trading, all the lagal aspects of it will vanish bcoz it really wont be that unusual for the imperial family, who has the blood of the white mage, to get ahold of the stones. Plus its less work for her.

I'm on chapter 10 - trying to follow their logic - they don't want the magic stones to circulate outside the kingdom, but how the heck does giving the trading rights to the imperial family actually prevent that?
The magic stones will get out of the kingdom no matter what (because that's how humans work), it's just that it will be the imperial family's fault? It still doesn't solve it
