Given the context that hierarchy is of importance, concrete evidence is needed with no leeway. One things is that witnesses ignored the bullying; there might be those who opposed and scared, but there were also many who joined in. Additionally, the gravity of a title is also to be considered. A student against a student, and a student against a high noble/student council president.
Camilla is right to check how it will affect her and also Laila. If she failed to dissolve the SC, then is it really worth it? Just sit still and wait for things to turn the right way (๑•ㅂ•)و✧

so your kinda friend (or at least a person you're friendly with) is getting bullied and you
- know who's doing it
- (probably) know why theyre doing it
- knowing full well that the victim doesn't have many allies to help her (im confident that FL knows she's changing the "plot" so the known outcome should be different)
but you wait a bit before stepping in... I hope whatever plan she's gonna do is worth it cause this aint it right now
