From what I know, the decensored was done by author/artist.

No authors do make a decensored version first, but due to law, I guess they blurred it, but they don't need to blurred it when they are publishing it for international audiences. That is why we are seeing so much decensored stuff recently.
Whoever decensored this did a damn good job. The artstyle matches perfectly lol
