One thing to keep in mind, Silas is a spy on a mission.
Even if he trusts people with his secrets that knowledge could endanger those who know or even Silas himself.
Silas is falling in love with Arthur and trusts him, but this mission?
I don't think he can. Because Arthur is close to those it involves.
But he could tell Arthur something about it without telling too much. Because Arthur is a cop and as we see hiw he treats Jones, if he thought shady stuff was going on, he wouldn't be able to keep his cool and would inadvertently put suspicion on himself due to his change in behavior.
I don't think Arthur was ever undercover and he is untrained to keep secrets and spy on others without them finding out.
Plus, he is a bit of a naive klutz.
I have a feeling, at this point in time, he would bungle things up.
