I think it's because it's from his perspective. He is young and unaware of the rest of the world, so his timeline of events probably intentionally doesn't make sense.
He hears of her when she’s still a princess and proposes. She rejects.
The next time he hears about her, her family has been killed and she’s now imprisoned.
She is not unknown in the tower, he knows it’s her. He just doesn’t know at this present time that she is the princess.
