EDIT:- Check out the whole comment thread under , I was wrong and the owner actually stops Phi from continuing the prostitution as a 13 year old.

Basically people cleared it up in the comments that the owner had explicitly stopped Phi from continuing the prostitution until he was at an appropriate age and was confident that it would not harm him.
But I still lowkey don't like him , he has the power to change Lives for the better but he kinda just leaves them in limbo almost.
