I think Jin might be hesitating at the end because of the things Charin said before. Charin said he was disgusted by the way Jin looked at him, and if he slept with Jin he would want to kill himself. Ofc, Charin didn't mean it but Jin doesn't know that so he probably doesn't want to go all the way out of fear that this is some form of self harm for Charin

i haven't read the raws but i think it is just how charin molded jin to be, jin always listens word for word and cares for his capo, no? so i doubt that jin would pick up cues from his capo and another point was yes the night that they almost did the deed.
