I think tsugumi always had it in him but he just didn’t care. Like with the suppressants, he can force himself to take it but he’d rather not and he’s unmovable when he has his mind set. School was a chore to him so he never bothered to study.
Tsugumi's parents are both super smart it's in his blood, he just needed to try but yes Megumi is def smart
