I hate the Emperor but I also disliked Theon. Like I get why he's mad at Ethan and all but the way he took on Ethan indirectly by hurting Dorothea was horrible. He was the one who deceived her first. If only he hadn't kept it a secret that he was only with her to be close to Ray in the name of "not hurting" Dorothea as she truly loved Theon. In the end, didn't he hurt her in order to get revenge on Ethan? He knew that Dorothea didn't kill Julia nor did she order anyone to and yet?
If only Theon wasn't the only one to help/care for Dorothea (except for her brother) then she wouldn't have been so obsessed with him. Ethan was there too, but he wasn't the first and so Dorothea believed he was with her for power and authority.
