Nah I think it was an imposter of Won Gae that gave the poison. He wasn't actually there when FL ate the poisonous fruit,
so when he found FL's dead body he thought she committed suicide by herself, hence him wondering "what was it that drove you to choose death by poison, why did you leave me behind?!?"

guys idk why your confused on chp 14 won gae literally said directed toward nyonbi “what was it that drove you to choose death by poison, why did you leave me behind?!?” Implied he was probably forced by the elders to give her the poison and other details and he prob thought she obviously wouldn’t take it (but she did so put two and two together there) ╮(￣▽￣)╭
