In that situation, the queen would obviously come first, especially since they’re literally sisters and she has a blood oath dedicated to her sister. Rubi is a knight and duke and her life revolves around the safety and sanctity of the emperor and empire. Her love for Louie isn’t low but sometimes responsibility precedes over love, especially when he was safer than the empress.
