Don't remember the exact details myself but Jay is prob an infiltrated agent in the "Mercifuls" gang. Shin just knows he's a high member gangster. It looks like they're instigating a turf war between the different groups in the area with Ross and the other group Gren worked for.

so jay is a cia agent who's working with ceasar the blonde mechanic and that tan guy who has white hair i forgot his name lol. basically jay needs to take down all these gangs in the surrounding areas, as well as find intel about corrupt politicians who deal with people like ross and other gangs.
jay can't risk exposing his identity so his objective is to take down all these gangs we see by making them take down each other, without the cia directly interfering and it being known that jay is an agent. idk if this makes sense lol. but he's basically making all the gangs fuck shit up for each other until they piss each other off and start killing each other without jay being the one starting trouble and killing them himself. hope this helped
