Basically emperor dummy had no power. In ancient Korea, emperors only had power if they had the support of the lords with the most strength (aka money and armies). He wasn't supported because of the ukes dad. So basically he had to eat the food or risk insulting the ukes dad who held all the power. It's also why he was forced into marrying uke. The reason he was atrocious to uke is cause he thought uke was there to finish him off basically and take over after the emperor dies under his father's control.

If he's the emperor why the flip was he eating the poisoned food, he obv didn't wanna eat it.
But there was nothing on him being threatened to eat it and no scene of him being a 'powerless' emperor (altho his wife also also chosen by that same prime minister)
