Quality art usually shows more story context through facial expressions and body language, implies movement and action blending panels and scenes, can sprinkle in hints of comedy for flavor without feeling forced or stiff, can set the tone for different plot events, carries a unique vibe that sets the story apart from other stories, and of course overall "lifts" the reading experience simply by being pleasant to look at.
I find that quality art also suggests from the get-go that the company expected the story to do well and think it's worth the investment, so they'll usually put more effort into the work overall (storyboard, editing, blah blah).
