Not really, Arthur should have been taken to a hospital by the police for a toxicology report and possibly a rape kit. Then you inform his (Arthur's) family of the events and give him to them. He should never have been released into Silas' custody
We know he was taken to the hospital. We don't know what all they did to treat him.
Arthur is an adult. Silas could have said he was his family and there would be no one to question that. And technically as his boyfriend that is true.
No just going to the hospital isn't enough if they don't give the report to the police to be used in the case, and you can't just claim family when the whole police department knows they aren't related. Also they aren't dating that's like a major plot point that they really are only friends with benefits

They are dating as in exclusive but it's not a romantic relationship. It's a bit more than a fwb situation, but less than a normal dating relationship. They have a contract.
