To me it looks like touma helps the gang with stuff but he’s not part of the gang. And it looks like the dude that hired him might be the actual dad of the child, since the car was under her mother’s name it looks like the mother and that man might have had a relationship
my understanding of the convo between touma and the yakuza's leader is that touma's dad was part of the yakuza, he tried to leave and got killed shortly. touma has always harbored a dislike towards the yakuza, and touma was involved with a non-yakuza gang (think like a bunch of misfits/outcasts). the wakagashira (a yakuza organization's number two/vice president) came to announce that touma's gang was about to be busted because the wakagashira had tipped them off, and offered touma a way out by working for him (the wakagashira) as a non-yakuza member. does that make sense? so touma still hates the yakuza, is not a member of the yakuza, yet he works for the wakagashira due to being blackmailed in the past (and i guess the pay is good too). and yeah it seems likely that the wakagashira is meguru's dad or at the very least ririko was involved with him. poor kiddo tho, i hope nothing will happen to her
