I found you description "rapey" to be harsh, especially when compared the majority of yaoi. However, I understand this is your point of view.
This kind of behavior between partners (seducing a sleepy lover) is not uncommon. Also, Yuri is the one who reached out and stopped Victor from leaving the room. While it was clear to you as a reader that Yuri was unconscious, it obviously wasn't for Victor for reasons I stated above.
Unfortunately, YoI is still considered a "fairytale" because in RL they would be facing repercussions over their relationship.
I find a lot of yaoi rapey, so honestly it's not that harsh haha.
