Well it seems Gluck will face charges for his crimes for collaborating with Macht. But they postpone his punishment cuz they plan to use him as hostage against Denken. Even tho Denken is an imperial mage, he became 1st class mage recently. Being a 1st class mage means you work under Serie, the Continental Magic Association. Since CMA & the Empire are enemies right now, and plan to assassinate Serie, they possibly don't want Denken to intervene.
