I like your idea but a couple of things. They said the partial amnesia was from the opioids not the heat - he remembers his normal heats because he talks about having to beg normally.
He also did react to the pheromones... he covered his nose and mouth because the smelt horrible to him because of the imprint.
Usually in the case of one-sided imprints it's that the narcissistic seme has promised to bond but once they mark the uke they back out getting marked themselves. Leaving the uke to experience torture without them while they get off able to screw whoever they want and do whatever they want. Seems to be exactly the same idea here... he wanted the prince in the palm of his hand and enjoys that he needs him despite not wanting to.
But I agree with you it did leave the impression like he'd experienced it himself. Otherwise maybe his sibling or his first love or something experienced it and he had to watch their agony... someone incredibly close.

+ (just my hypothesis but) they might've met each other from the past and the MC forgot which is why now the ML is back to help get rid of the imprint since he saw that the imprint is one-sided and get the MC back
That's why I said it's too early to say we're just in the beginning of the story. But I also have this crazy idea, remember that the seme can undo the imprint what if the reason the seme can undo the imprint is because the uke imprinted him and what if the only person that can undo the imprint is the same person that has the uke's imprint.
It's like this A(seme) B(uke) and C(extra)
-When B imprinted A (A suffered cause maybe its one sided that's why he said he knows the pain)
-But then C imprinted B ( that's what we know as far on the storyline) the crazy thing is..
-What if A can undo the imprint on B and the only way for it to happen is for A to imprint B.
- And yeah we know that the seme can undo an imprint but it's just a rumor we don't really know if he really did that or it's just a plan to spread something like that for it to reach to his highness cause maybe he knows the situation of his highness.
And please don't forget the title one way or another the seme and uke will tie the knot. And maybe along the way we can get a glimpse of their past. And then boom the revelation.

I just wanna say something while reading this. Too early to say this but its just my observation, when the seme said that he knows the pain of one sided imprint does that mean he experience it? And when the uke ask how? He just said he saw someone going through it. But you wouldn't know the pain unless you experience it. What if way before the uke have one sided imprint he goes thru heat and imprinted someone cause I have this feeling that the seme knows the uke deeper than I thought. What if the seme also experience the pain of one sided imprint when his rut arrive. And when the seme releases his pheromone the uke didn't react cause he has also one sided imprint. And why does the seme release his pheromone when they first met if he didn't know the uke. Cause we really don't know the backstory on how his highness got his imprint maybe that happened during his heat. And we somewhat know that during heat the person goes to somehow have amnesia.
