Well technically they're engaged, so I don't think it's okay to sleep with other people. Especially because I BET if Yona would want to have a sex partner in the first chapters the prince would have gone berserk

Just cuz you love someone(that you're not dating) doesn't mean you can't sleep with other people. Unless you're going out there's nothing wrong with it. Just how some people don't have sexual desires others do, there's no obligation to hold oneself just because they have affection for somebody that they're not even dating. Lol
