I think he's just hiding how immense his power is. Sure, he's not showing what is really capable of, because of what the goddess said to him. If his immensely power got ever out, it will tip the favor on humans. Their world need a balance to exist after all. And they didn't even choose a hero after all, so he's just separating his OP powers to an acceptable level. :)
if you think this is boring, then why are you even reading this, a few chapters in its already clear how he wont ever show his powers unless the author change that.

People who intentionally hide their powers are the most boring type of mc, the charas he mentioned in chapter one especially one punch man mc don't even hide his power, they're just casual about their big power not intentionally hiding it, it's boring how no one knows how powerful he is
