That sniper kid doesn't have much screen time or dialogs but when he speaks, he always makes sense. Seems he's the thinker in the team while 004 is a noisy siren. BTW, even though they already let go of 001 to live civilian life, his opinion still seems to matter to them even if they don't admit it. It sounds to me as though the were looking for excuses to refuse the assassination request for the Ijin's sake. They're so adorbs
