Yeah, that's pretty much what it means. His company is offering him a "promotion" in which he would work at their Hokkaido location with a higher position (and a higher salary, I'm assuming). He's a competent worker, so the company expects that his presence/work ethic will help the Hokkaido location get better sales. So only IF he accepts the promotion, he'll inevitably have to move to Hokkaido (but realistically speaking he'd be stupid asfk to not accept a promotion).
This is just a rough decision for Kaji to make because although it comes with higher salary, it'll be harder for him to get his dick wet.
