No I don’t think so, I’m guessing most either apply, get recruited, or smthn like that bc otherwise that wouldn’t really make sense. They seem like a kind of local police/public servants of some kind so I doubt they’d just have a bunch of convicted felons run the show… It ended up corrupted as all hell but I don’t think it was supposed to be?
