Bad people need to face the consequences of their actions, regardless of their race. He should make laws to protect both the titans AND beastmen. Even if some beastmen hurt Kouichi, surely not all beastmen are bad, same with how not all titans are good. Why are those titans in power seemingly trying to make him choose sides, either side with his clan of titans or be with the ‘criminal’ beastmen? He should side with the good & protect the oppressed.
