You have to read between the lines, but the mom said "that's his father's superior", so they were basically prostituting Emito off to the dad's boss. Not sure if he boss had a little girl fetish? My first thought was that they were trying to trick him into thinking he was a girl, but he'd obviously notice he wasn't if he took his clothes off.
