Yes the Emperor is a woman. I don't think they swing both ways (or either way for that matter) but their harem is more to keep talented people close by than for any other purpose. I mean she obviously wont be attracted to a child, she was forced to take FL in bc FL's family is influential
I think it's for political influence and control rather than romantic interaction. Although the MC was also told to become flavoured in anyway possible, but I do not think the emperor would look at a child that way tbh.
