In real life? It would still be bullying, the intent doesn't matter if the victim is still being harmed - a smaller example when "friends" are always making fun of one friend but it hurts their feelings but the group still continue after being asked to stop ,regardless of the intent it would now move to the bullying category since the person is receiving actual mental harm from the "jokes"
However for this story I don't think it would apply cuz for one it's a comedy fiction and two the guy has clocked him as a tsundere and feels he is only "helping him out" thru his "bullying" so he doesn't feel harmed in any way

is it bullying when there's no malicious intent??? kizaki just seems to be keeping tamura as a buddy in his own awkward... clumsy way. tamura doesn't seem to mind or be affected negatively by kizaki's actions, so, is it bullying??? i need to know im actually tweaking
