The European hierarchy is very specific when it comes to rule and order
The emperor and Empress are the highest at the chain with the biggest command -
King and queen are second place
Duchy is third - these titles are awarded by the emperor and empress meeting that you have to earn them by doing something extravagant, proving that you are worthy
Duchy is in charge of the military in the empire, or in that specific region of the empire
The emperor and Empress have hard jobs because they have to manage every single individual they have awarded titles to, to make sure that they are doing their jobs right because there are laws, and these individuals cannot be corrupted and abusive. After the Duchy, the Marques is man the borderlands of the kingdoms and Empire their job solely is to keep the borders protected
Earls - are then assigned by them to watch over the smaller pieces of land
All of these smaller titles are awarded by either the Duke, or anyone of higher power
Viscounts rule over a countdom - these each individual jobs are very important. Some of them manage, and take care of the land, finances and laws and rules.
It’s very subjective meaning, it’s almost like each individual piece of the hierarchy is its own country with own laws
You can definitely compare it to America’s checks and balances

Finally to add on, even if the emperor is a bad person, he legally cannot be a dictator, or do war crime
Everything he does essentially when it comes to the public, mainly affects the nobility, especially the nobility, which is closest to the imperial family
Think of it like celebrities and people that are not celebrities

The Duke is a really good man
The people who live in the Duke seem very very happy, especially when they come across the Duke
Also - the emperor might be a shitty person but he’s a good emperor because he is the very person who assigned the great Duke and his bloodline the military of the Empire, which means they are literally in charge of defending the Empire and
Essentially, that means the empire will always be safe because they are like the strongest bloodline and the emperor who is smart enough to notice that made that decision because he wants to keep his empire safe
They might kind of be shitty people, but they’re literally doing their jobs and they’re doing it decently right
The nobility might not be the best to each other, but they’re not heavily affecting society a horrible way

It’s in stereotype, but the royal family are not in charge of making laws. In fact, they’re mainly in charge of social influence and keeping the countries culture maintained - they also take care of nobility

It’s not nobility and being a ruler that makes someone a bad person. They were already a bad person from the start just having access to something so huge inspired them to manifest their thoughts and behaviors on the innocent further - nobility is not what makes someone bad being bad is what makes them bad and that’s what should be held accountable

Though I was more so talking about the imperial family (people in power) using their title as a means to control people below them ig the specifics are pretty different. I just said it because generally the people in power (from manhwas and from the irl current government) are pretty nasty people, who sometimes can or cannot handle a country. My comment was purely just a silly jab towards the stupidity of /mostly/ my own country's government rather than a mockery of a very specific piece of history of other people's nation.
