In North America at least, Visa and MasterCard make gift cards that work just like actual credit cards.
I just did a quick search and saw that BPI has a thing where you can apply for pre-paid cards. Could you maybe do something like that?
You may also be able to purchase using PayPal on the app from the app store.

You're from PH , right? You can actually buy coins through Google pay with Globe telecom . Just load up your sim and input your phone # as the payment method
