It was in the bag just hidden in the box, the cops just invented all of that stuff about the money being visible to Ian's eye.
Wait so like he did technically give it back why is he à "fake". The reason why he gave it back is more pure like it was a box of "chocolates" and he still returned it, that is more appealing to à child than money and he still handed it to the police because it wasn't his.
