Set has never kissed anyone with full consent, the kiss with Anubis was just to get Anubis to do something, but with Horus he didn’t expect anything so it’s real valid consent.
I think Set is starting to like Horus a little more cause he feels like Horus is the only one who understands him despite everything he did. And they knew each other in the past.
