I think there's already so many moving parts in the background that they're trying to sort out a bit of a peaceful moment before throwing in more action...bc like outside this facility it seems like the world is falling apart lol
its very tell don't show with everyone standing around in the same place the whole time which after rereading the first part is just a huge difference in writing
