Volume 8 is out on March 14th in English, digital format is offered as well :). You'll find all of these in it.

It depends on who licensed what. I think there are some manga in French and even German that I have not seen in English. I think the current English publisher is much quicker about releasing Finder than the previous one.
No, French and German get it first (after Japanese). Why should English get everything first? It's not like French and German translate from English :P
Most mangas get released in French before English from what I've noticed. Probably in German too (I think they're even quicker generally!). The manga market is bigger in France than it is for English countries, which cannot be said for most other forms of medias, so that's probably the main reason, most manga companies have more resources. Even Sublime is behind, though DMP was just ridiculous.

I know french are quick, but germans are a bit slower (I know cause half of my series are bought when I go to france cause they're so much farther already) but I was kinda urprised that the englisch version is really that much behind french and german
