Vincenzo found the real culprit behind the Mayor's son's death.. and maybe the Mayor ask Vincenzo to take care of the guy then they would take care of Maurice cause he's also behind why his son is dead..
The guy who was tied up is the guy who killed the mayor's son.. remember the flashback of Maurice the curly haired bas- dude with eye glasses..
