They might be a little too close right now for the average human but you can't automatically say they're doing this with sexual intent.
There are people that literally kiss each others cheek and others where even a hug makes them uncomfortable so I'm also trying not to judge even though it is a little weird yes. (I'm the type that gives a hug on a special occasion)

I think it's more of a child looking at their parent and seeing them as the greatest person ever. Like a 5 year old girl saying she'll marry her dad. It's not sexual (of course not because it's a child) but just a way to show affection when they don't know what different kinds of affection can look like
