I wonder if it's related to the historical and cultural context that you are expected to refuse even if you want something. I know with the wakashu, they were expected to rebuff the advances of men despite being a culturally acceptable gender for men to pursue.
I get the impression that Japan have a soft spot for these dominating, aggressive/forceful, clingy individuals who refuse to take no for an answer because of how frequently I encounter these similar themes and relationships in manga and light novels. I guess a majority of people secretly want to dominated in a relationship.
