I think it is a bit less insulting than being called high maintenance, but still a very awful thing to say to someone. It's very telling of the person who says such things because it means that you want to do the bare minimum for the other person.

Tbh...low maintenance is not really an insult i guess just as some one said before it's someone being called high maintenance that's an actual insult.
