Because in her eyes Adelaide won't be a good queen. Adelaide's motivations was protecting people, whereas the queen wanted to use the towers for power, kinda like what's going on in the empire.

Yeah, she's a cunt. No discussion from me there. She's more worried about power than being a mother. The motivations make sense when you think she's acting like a politician and not like Adelaide's mother.
I don't know with which nerve she cries for her daughter because she didn't even bother checking where she was sending her to. She just wanted to get rid of her.
