I think I just got it, cause when more powerful monsters show up there isn't enough espers to also take care of the low level ones. So they catch them and transport them to the slaughter house essentially so that the can farm safely for monster materials and support the guys on the frontlines
The arts nice.
It's kinda not logical on how the training grounds keeps those monsters..
