No you just didn't understand it. The dragon stopped the floods because someone in the Royal Family looked like Taehyuk (his sister or cousin), and he wished for Taehyuk to be reborn so it happened.

waittt..so does that mean taehyuk only look the way he does bc the dragon guy wished for the decendents to resemble his previous mate??? kind of disappointed tbh but it’s nice to see them fall in love all over again
