Exactly as I think, in manga logic, in this life Seme has to pay for the deaths of innocent people so this love is impossible and the only possible ending would be tragic, so we would have a second phase where they reincarnate and can live their love but let's wait for the possible surprises that the author will bring.
THIS IS WHY I LOVE THIS STORY! what would they both do now knowing they both have feelings for each other but at the same time they can't act on it. Like Yeonjo still needs to do his revenge while the governor is hesitant because he might die.
