I think the reason why most Japanese don't respond in a way of saying "f*ck off" to a molester and just let it happen is because of the whole don't draw too much attention to yourself and don't be a public nuisance, and plus it may shame the person and lose their sense of pride.

Coming from a person who has been molested countless times, its really hard for me to tell them to stop because I blame myself and I don't have much confidence in myself. so I end up thinking I deserved it afterwards for being such a coward. I always say that I'm going to tell them to stop the next time but I don't because I'm scared to. This fear may be really amplified in japan, especially if you are being molested by a man as a man, it may hurt their pride or they have been taught to ignore it and say nothing.
