I think it's probably because she imagined him to look like that. In the last chapter she describes her previous type in men before meeting him the same way. Office worker, dark hair. Probably that's why she imagined him as someone close to her type if that makes sense?
uhm I'm in ch 4 and the man he's talking to is white with black hair but the ml in the cover is tan with blonde hair...
