yes, there just happens to be another johnny that's around the same age, similar hair, & is also stealing, so the other johnny caught the rap. our johnny has a specific birthmark that someone added to his identifiable traits list, and callahan knows it.

And does that mean Callahan is taking him in even while knowing he's not the actual scammer johnny???

our johnny is THE Johnny The Scammer.
there were no switched places. the other johnny isn't the johnny on the wanted poster. he just happens to have the name johnny, is also a young adult, and has similar hair. they don't look alike, they just share a couple of common traits. we only saw him once, when they explained they caught who they _thought_ was johnny the scammer.
as far as we know, callahan is basically letting our johnny, Johnny The Scammer, go free, and he knows. cal has very grey morality & that other johnny doesn't have the stellar bussy our scammer does. and cal didn't arrest the other johnny, the sheriffs did, so he might not see correcting the situation as his responsibility. the other guy is just very unlucky.
