He's greek.
The last name Apodistrias is probably a variation on Kapodistrias, a greek last name. and Hagne is a greek first name.

Which makes since based on his appearance. While greek people are diverse like any other group, they are known for dark hair and being tan. ٩(๑❛ᴗ❛๑)۶

So, he's really greek! At first when I read the last name I thought I've heard that somewhere and also thought that he's greek but then I think the mangaka is just trying to be fancy but he's really greek! Thank you for explaining it to me (づ￣ ³￣)づ
