You obviously have no understanding of either the manga or at least the hierarchy of the Royals. There could have been severe consequences for the servants if they had said something. They, themselves, might have been blamed for it because there was no proof that someone else had brought it in. Exactly, The consequences of not speaking up literally ended getting everybody killed. Well except for Lucaon whom was affected with the Zero anyway. That is why he is the way he is.
