Sorry I don’t care what “character development” he gets later, the top abused his authority as a cop to destroy Mokhwa’s (who is trying to live a clean and law abiding life after getting out of prison) products, steal from him, physically assault, and rape him literally for shits and giggles at their very first meeting. He is a black flag and scum of the earth. He even looks back and savors how distressed and traumatized Mokhwa seemed as he was violating him. I’m not interested in whatever miserable development happen from here. It’s clear that mr. Police officer is far more of a sadistic psychopath than the ex gangster ever was.
