I'm sorry to say this but unfortunately this is just a flashback and in early chapter we can see that this might be a dreadful sad one or just tragic, since how injured? the black dragon was, so having the emperor fall in love with someone else is Almost impossible, and we're still far from the ending and everyone being happy is going to uncertain.
Overall, I also wish that maybe the emperor going to meet them in the current life ( early chapter) and he may I guess like another person? And be happy since he's kind of pitiful.

Honestly the emperor brother is pitiful (╥﹏╥) So far he hadn't done some very crazy sh*t yet ( well other than trying to kill hyo-un) He just want someone ( or in this case, his ' brother' ) to love him without minding his title as the Emperor. My ' I can fix him ' persona is acting up because of him. I have this thought in a while, it is where he fells madly, no... crazily in love with someone else other than his brother then everyone else will be happy ┗( T﹏T )┛
